Development of timber sale accounting system for the U.S. Department of Agriculture, Forest Service ordered by the U.S. Congress, has entailed numerous evaluations and research projects. Critics of the current process claims administrative costs are not recovered by the prices paid for Federal timber. However, management of multiple resources for multiple uses makes traditional accounting difficult; i.e., keeping track of cash flows. A further complication involves allocating costs to the various resources (joint cost allocation), for which no nonarbitrary method currently exists. A concurrent issue involves the building of roads for timber harvest into areas released from wilderness consideration. Environmentalists see the road building program of the Federal land management agencies as an additional reason Federal management costs are not recovered from timber-generated revenues. The heart of the issue is which lands are economically suited for timber management, and what nonmarket benefits and costs accrue from the timber management.

Comparative analysis could offer a number of advantages in the science of forest policy. Comparisons make use of the compiled material from different countries, point to new origins and solutions of issues of forestry and allow to question the common presuppositions in the national forest policy in a critical way.

The basic requirement of fruitful comparative research is a common scientific framework. In the light of empirical-analytical theory it is more promising to compare only one factor across regions than the whole system. The forest administration could be such a suitable object of comparison in particular because it is to be found all over the world, and it has a formal and partly public organization with a number of similarities. The product of forest administration is policy. The significance of the bureaucratic behaviour in agenda setting, policy formulation, legitimating, and implementation with regard to an issue of forest policy is to be analysed.

The two significant fields of analysis, namely forest administrations and the issues of forest policy characterize the strategies of research. By making use of a collection of papers dealing with forest bureaucracy we can select countries for comparison according to the following criteria: socioeconomic context, space and time. The next step is to analyse comparatively the behaviour of the forest bureaucracy in treating a special forest issue. The explanations can be tested empirically in different countries. Perhaps the dying of the forest could be a suitable issue as an object of comparative analysis which again could enlarge our knowledge about the forest administration as a political factor.

The task of the study was to describe the opinions of the forestry experts engaged in the State forestry organization and the organization for promotion of private forestry, and of the appointed representatives in the organization for the promotion of private forestry concerning the official forestry administration and its development. The study material was based on two samples, one of 240 forestry experts and the other of 290 appointed representatives. The data was compiled by mail inquiry.

Forestry experts were found to rate the success of the official forestry administration in its tasks lower than did the appointed representatives. Both the forestry experts and appointed representatives were of the opinion that the official forestry administration has been most successful in accomplishing timber production and least successful in the tasks concerning multiple use of forests. The results also indicate that 44% of the forestry experts were of the opinion that the most suitable organization model would be a uniform state organization for both the State, and private owned forests. About a third of the forestry experts considered that the best model would be two different state organizations, one for the State forests and the other for the private forests. 62% of the appointed representatives were of the opinion that the best solution would be to retain the official forestry administration such as it is now.

The government of Finland appointed in 1949 a committee to compose new legislation for Forest Service. The article includes proposals for a Forest and Park Service Act and a Forest and Park Service Decree. The proposals are based on the previous decree on forest administration. The committee proposes changes in the sections of Forest Service. The management of peatlands and forests of the state will be in a same section, and all issues concerning the private forests in one section. State forests would be divided in three districts instead of the present four districts.

The committee will make a separate report on necessary reforms in the administration of Forest Service to ensure that the state forests of Finland will be managed effectively.

A temporary organization for forest service was established in 1851 for the State forests of Finland. It was made permanent in 1859, and a central board, chief forest supervisors, forest supervisors and forest guards were appointed for the state forests. The Forest Research Institute, established in 1917, was subordinated to the Board of Forestry. In addition, the higher forest education was subordinated to Board of Forestry until it was moved to the University of Helsinki in 1908.

In 1921 the administration was reorganized to meet the requirements of developing forestry in the state forests. The Forest Service was divided into two sections: The State Forest Section and the Private Forest Section. The first consists of four divisions and the latter two. The forests under the supervision of the State Forest Section are divided into four districts, and each of these into two or three inspection territories. Under the supervision of the Private Forest Section are the forest schools, the Forest Research Institute, and the forest officials working for the ecclesiastical forests and Provincial Forest Committees. The Forest Research Institute is only nominally subordinated to the Private Forest Section of the Board of Forestry. It has 17 experimental areas in various parts of the country. These areas have been separated from the supervisor-areas of the state forests.

This paper aims at creating a picture of the tasks of forestry departments of those enterprises engaged in the wood working industry in Southern Finland, to analyse tasks performed by them and to discover the details from which the tasks have been built. In the first part of the work a general theory of organization study is dealt with from the point of view of structural research, and in the second part the results obtained are applied to the forestry departments.

Shrinking of timber when drying is a phenomenon that causes variation in measuring of timber in timber trade and on using the timber for construction or other purposes.   

The data for the article consists of 332 increment core samples from pine trees different ages, sizes and growth rate. There were collected in years 1910-1912 in Finnish Lapland, regions Utsjoki and Inari. The increment cores were collected on the height of 1.3 meters in south-north direction straight crosswise through the whole tree. The samples are 6mm thick. The diameter of the samples was measured immediately after making the sample and after several years’ storage in room temperatures. Also the age of the trees was determined.

The results are presented in tables. The degree of shrinkage varies heavily between the samples but stays anyhow between 1.5 and 3.9%. The mean degree of shrinkage for 314 samples was 2.9%. The results seem to indicate that the bigger the shrinkage the denser the annual growth ring system of the tree, meaning the slower the growth has been.  The older and of diameter bigger trees shrink less than younger and smaller trees.

An attempt was made in the study to determine the annual periods available for foliage spraying when cleaning Scots pine (Pinus sylvestris L.) dominated seedling stands. The study was made in nine experimental fields which were established in different parts of Finland. The spraying was applied throughout the growing season by DM, MCPA and Roundup. The results were inventoried one year after the treatments.

The results showed that there were big differences both in the destruction of hardwood sprouts and in the survival of pine seedlings due to the time period of the spraying. Threshold points were observed in the range of effect of DM and MCPA. By means of these it is possible to time the spraying treatments in such a way that there remains only slight damage to pine, but hardwood sprouts are destroyed totally. The results varied with Roundup so much, among other things due to rain, that such threshold points could not be determined. This preparation both had a milder effect on the hardwood seedlings and caused slighter damage to pine than the other preparations.

In Sodankylä in Northern Finland, the pines attained a good resistance to arboricides when the efficient temperature sum of the growing season was 550, but in Punkaharju in Central Finland only when it was 850. The seed provenance of the seedlings had an effect on the resistance. The threshold temperature sums of resistance in pine were on the average 70–74% from the long-term average number of degree days at the origin of the seed. The effect on the hardwood trees grew weaker as the long-term average was filled. Resistance of pine followed with a specific lag the lignification of the shoot and the ceasing of the growth of the needles.
